How To Submit Proposal

In terms of the mandate Unified Building Bye-Laws for Delhi-2016 (UBBL) the local bodies in Delhi namely NDMC, DDA, the three municipal corporations (MCDs), and any other local body concerned with development work in the city is required to refer building and engineering proposals online to the Heritage Conservation Committee before according approval. The Committee considers the proposals in term of its mandate and conveys its recommendations to the concerned local body online


Formal/Sanction Stage

  1. The proposals falling under the purview of the Committee are required to be sent in the prescribed format online through portal of concerned local body.
  2. The list of documents which are to be attached is placed at annexure
  3. Once the proposal has been received in HCC online system HOPAAS, SMS alert will be received by the applicant/architect on registered mobile number.
  4. Once a project has been included in the agenda of the HCC meeting the concerned architect may be informed by e-mail to remain available on Video Conferencing Platform for a specific duration for discussion/clarification, if required.
  5. The recommendations/directions of the Heritage conservation Committee together with approved drawings (if approved) based on the Committee observations, if any, are sent back to the local body online within stipulated period of 15 days.

Completion stage

  1. The Completion Plan proposals for NOC/approval online for completion certificate falling within the purview of HCC are required to be sent in the prescribed format online through portal of the concerned local body.
  2. The list of documents which are to be attached with completion stage proposals is placed at annexure
  3. Once the proposal has been received in HCC online system HOPAAS, SMS alert will be received by the applicant/architect on his registered mobile number.
  4. Once a completion proposal has been included in the agenda of the Heritage conservation Committee meeting the concerned architect may be informed by e-mail to remain available on Video Conferencing Platform for a specific duration for discussion/clarification, if required.
  5. The recommendations/NOC of the HCC as per the heritage conservation committee decision (with drawings, if approved drawings) or rejection as the case may be are sent back to the local body online within stipulated period of 15 days.
